Course Description

This practical and highly-interactive course includes various practical sessions and exercises. Theory learnt in the class will be applied using our state-of-the-art simulators. The International Convention on Oil Pollution Preparedness, Response and Cooperation, 1990 (OPRC) calls for the International Maritime Organization, along with relevant international and regional organisations, oil and shipping industries, to develop a comprehensive training programme in the field of oil pollution preparedness and response including the availability of expertise for the development and implementation of training programmes. In this regard, it was decided to develop three model training courses aimed at the following:-. Level one: First Responders. Level two: Supervisors and On-Scene Commanders. Level three: Administrators and Senior Managers. The Level Three course (Response to Marine Oil Spills Course for Administrators/Senior Managers) is designed to be conducted as an intensive two day course. This course is designed to provide participants with a comprehensive knowledge and skills required by IMO to certify them as Level-3 in Oil Pollution Preparedness, Response and Cooperation (OPRC). It covers the causes, fate and effects of spilled oil as well as the contingency planning process; the spill response strategies and their limitations and issues arising; the international cooperation and the legal framework; and the liability, compensation and spill management. During this interactive course, participants will learn the communications and media issues, spill response objectives and policy issues; the termination of response; and action list development.
